China's Agenda 21




Introduction to the centre and all divisions

In accordance to the Decision to Governmental Restructure of the Ministry of Science and Technology, the Administrative Centre for China's Agenda 21 carries out following duties in order to meet the requirement by the Government.

Management for the daily administration for implementing China's Agenda 21;
Carrying out project evaluation for national science and technology programme on population, medicine, environment protection, resources and social development;
Carrying out administration for sustainable communities and local agenda 21;
Carrying out management for projects of national marine programme;
Research on China sustainability strategies and life science policies provided to the Ministry of S & T.

Under ACCA21, 8 divisions are formed by approval of the Ministry of S&T., they are:

Administration Division.
Li Gao
Responsible for personnel, wages, accounting, union, foreign affaires, documentation, training, safety, logistics and Party fares;
Novel Drugs & Medial Devices Division.
Qu Fenghong
Responsible for S & T projects of population and medicine which include duties of project identification, screening, evaluation and assessment;
Traditional Chinese Medicine Division.
Xiao Shiying
Responsible for S & T projects of Traditional Chinese medicine which include duties of project identification, screening, evaluation and assessment;
Resources & Environment Division.
Ke Bing
Responsible for S & T projects of resources, environment protection, and other domestic projects that are related to China's Agenda 21. The duty includes project identification, screening, evaluation and assessment;
Information Division.
Fu Xiaofeng
Responsible for information sharing projects and policy-making, also for networking for connections to systems of S & T projects of population, medicine, resources and environment protection;
Local Agenda 21 Division.
Duan Liping
Responsible for implementing local agenda 21, managing sustainable communities and sustainable cities. The work includes provision of suggestions, local agenda 21 policy study, information collection, project demonstration and technology dissemination in China;
Strategy Research Division.
Huang Jing
Responsible for policy study on sustainable development, policy research on key issues of international response to environment and development. These policies shall provide to the Ministry of Science and Technology, the State Development Planning Commission and other Chinese governmental agencies. Responsible for publicity and public awareness;
Center for Environmentally Sound Technology Transfer (CESTT).
Shi Han
Responsible for providing technical assistance to small and medium industries on environmentally friendly technologies, technology assessment, feasibility studies, and building for information systems on technology transfer. Also the centre is responsible for China's Agenda 21 priority programme for international cooperation;
Center for Promotion of Medical Science and Technology.
Cheng Xianglin
Responsible for industrialization of outcomes of S & T projects and products in the area of population, medicine, resources, environmental protection.
