| The Environmental Management Co-operation
Programme (EMCP) is one of the most prominent projects funded
by the European Commission in the environment field in China
and is designed to help increase the impact of the Administrative
Centre for China's Agenda 21 (ACCA 21) and other institutions
on the development of environmental planning and management
in China in order to increase the awareness on Sustainable Development.
EMCP total budget is 18.9 millions Euros (EU contribution
amounts to 13 Millions Euros and the Chinese contribution
to 5.9 Millions Euros).
The general objective of the programme is to develop and
to improve environmental management in China and to strengthen
the national capacities in this field through increased contacts
and exchanges between China and the European Union, with the
ultimate objective of promoting sustainable development.
EMCP is headed by the Director General of ACCA21, Wang Weizhong
acting as the Chinese Director of EMCP and by Xavier Marchelidon,
EU Director. Guo Risheng, deputy Director General of ACCA21
has been appointed deputy Director of EMCP. Huang Jing, Director
of the Policy and Strategy Division of ACCA21 has also been
appointed deputy Director of the Programme. Duan Ning from
the Chinese Academy of Environmental Sciences acts as the
Technical Advisor to the Programme.
A Programme Steering Committee (PSC), headed by MOFTEC and
EU Delegation, involving representatives of MoST and SEPA,
etc, is to ensure overall guidance and inter-service co-ordination
for the EMCP. The PCU monitors overall coherence of the programme.
Project Management Units (PMUs), attached to - and hosted
by - ACCA 21, are responsible for the technical management
of the four lots.
