The purpose of this component
of the EMCP is to disseminate information to all parties interested
in Sustainable Development. The Web site of ACCA21 will be
enhanced to become a major source of Information Sharing with
accurate data from the regions. This component will build
up a proper information sharing system that will be widely
used having a dominant influence in the field of environment
management and information service across China.
This component will be promoted through the scientific design
of a network and databases, information organization, capacity
building, awareness raising and social events. Activities
in these fields including training courses, workshops, development
of networks with relevant organizations, institutional cooperation
and development of educational materials will be emphasized.
In parallel, developing high quality materials and teaching
textbooks for raising the awareness of sustainable development
of students and general public are also defining task. Preparation
with Academics of teaching materials will be developed. These
activities will be monitored in close cooperation with the
three other "technical" lots in order to develop
awareness raising among the target groups and ultimately the
General Public.
In order to maximize synergies between the different activities
in EMCP and also between EMCP and similar projects in China,
this unit also acts as a coordinator. As such, it aims at
avoiding overlapping with other projects, increase the visibility
of EMCP pilot actions and assure the greatest dissemination
of EMCP surveys, analysis and results.
Each lot's PMU of the EMCP is paired with ACCA 21 as the
main counterpart institution and is headed by a Chinese Project
Manager and an EC Co-Project Manager. Under the leadership
of MoST, ACCA21 was established to assist foreign donors and
investors by providing information on how they might best
support the successful implementation of China's Agenda 21.
The Chinese Project Manager is Dr. Fu Xiaofeng, who is the
Director of Information and Networking Division of ACCA21.
This division is responsible for information service and information
networking for sustainable development. The Sustainable Development
Information Network has been working successfully. The network
is a database sharing system with a centralized clearinghouse
and fourteen distributed sub-centers. The system is aimed
at improving the awareness of sustainable development and
promoting information sharing.
Xavier Marchelidon, EU Director of EMCP also acts as the
EU team leader for this component. He is a Programme Management
Specialist with the consulting firm Montgomery Watson Honza
(MWH), Brussels. This firm is to provide EU technical assistance,
including short term expertise, backstopping and support activities
in Europe and has an outstanding record of providing effective
consultancy services to China in particular for the Liaoning
Integrated Environmental Programme.
