Introduction to Case Study

For a developing power like China with vastly disparate conditions, it is imperative to translate the national strategy into local actions. Local agenda 21 has been an important component of the sustainable development strategy. We compiled the case studies of local agenda 21 programs that address issues such as ecological preservation, pollution control, poverty eradication, water resource, eco-tourism, eco-agriculture, sustainable community management, population and education, resource recycling and public participation. We hope these cases will enhance mutual understanding between China and other countries.

As is demonstrated in China for many years, internal needs for sustainable development at the local level are the real drivers for Agenda 21. Local initiatives are the key to the success of the program. The effectiveness of the program depends on three factors: whether local governments pay sufficient attention; whether various government agencies work in concert; and whether the public is involved.

We sincerely hope that these cases can serve as a window through which readers can gain an understanding of the implementation of the sustainable development strategy on a local level. A decade is but a brief lapse of time in human history. It will take several generations to realize sustainable development. We should start with little things in our life, with case by case, region by region, and action by action.
