EU-CHINA Environmental Management Cooperation Programme ( EMCP )
The Environmental Management Co-operation
Programme (EMCP) is one of themost prominent projects
funded by the European Commission in the field of
sustainable development in China. The programme is
being implemented by the Administrative Center for
China's Agenda 21, under the supervision by the Steering
Committee composed of representatives from the
Ministry of Commerce of PRC, the EU Delegation to
China, the Ministry of Science and Technology of PRC,
the State Development and Reform Commission of PRC,
the State Environment Protection Administration of PRC
and Chinese Co-director and EU Co-director and is
designed to strengthen institutional capacity building
and personnel competence in environment management;
to promote local pilot and demonstration trials on
sustainable development; and to push forward the
transfer of environment management methods and
environmentally sound technologies between the two
sides; and the exchange of networking and sharing of
information on sustainable development. EU contribution
amounts to 13million Euros and the Chinese contribution
to 5.9 million Euros.
The programme has four strongly interlinked components
or "lots". Lot 1 focuses on Institutional Development;
Lot 2 addresses issues related to Local and Municipal
Development, Lot 3 concentrates on the Industry Development, Lot 4 coordinates the Information,
Documentation and Promotion. The general objective
of the programme is to develop and to improve
environmental management in China and to strengthen
the national capacities in this field through increased
contacts and exchanges between China and the European
Union, with the ultimate objective of promoting
sustainable development.
The EMCP is headed by the Director General of ACCA21,
Wang Weizhong, acting as the Chinese Director of the
EMCP and by Alan Edwards, the European Director from
the consulting firm MWH Belgium. Guo Risheng, Deputy
Director General of ACCA21 , Huang Jing, Director of
Administration Division of ACCA21 and Peng Sizhen, Director of CESTT of ACCA21 have been appointed
Deputy Director of the EMCP. Duan Ning, Vice President
of Chinese Academy of Environmental Sciences, acts as
the Technical Advisor to the EMCP. The Project
Management Unit of each lot of the EMCP is paired with
ACCA21 as themain counterpart institution and is headed
by a Chinese Project Manager and a European Co-Project
Manager.
