Sustainable Development Planning Guide

As part of an effort to build up local capacities in drafting and implementing plans for sustainable development, EMCP/LMD compiled a Guide to Local Sustainable Development Planning to guide local governments – particularly local sustainable communities – in their planning work. Liu Yi, Research Fellow at the Institute of Geological Science and Resources, Chinese Academy of Social Sciences and his colleague Liu Weidong are co-pilots of this project.

Since May 2005, members of the task force responsible for compiling the Guide reviewed large volumes of literature in the relevant areas and surveyed major pilot sites and all the 45 National Sustainable Communities. Based on that, they submitted a summary report and a survey report which summed up experiences and best practices both at home and abroad in sustainable planning. They then proposed an Outline of the Guide. On December 23, 2003, a seminar was held to discuss the document. Revisions and modifications were made subsequently in accordance with inputs and suggestions raised at the seminar. In September 2004, the first draft was finished and submitted to another seminar held in Shanxi . Currently, members of the team are making further revisions to the draft. After this, they will test it in Yangcheng County , Shanxi and will finalize it after addressing the issues and problems that will arise from the experiment.
