PREFACE

According to the United Nations General Assembly Resolution 190 of the 47th Session in 1992 and Resolution 113 of the 50th UNGA Session in 1995, the Special Session of the UN General Assembly on Environment and Development will be held in 1997. The purpose of this conference is to examine and evaluate the overall progress made by all Member States in implementing Agenda 21 since the United Nations Conference on Environment and Development (UNCED), held in 1992. For this important conference, the Government of China has compiled this National Report, to review and summarise progress from 1992 to 1996, on Sustainable Development in the People's Republic of China (hereinafter referred to as the "National Report" ).

The Chinese Government has paid great attention to the drafting and compiling of this report and has accordingly established a task force, led by State Councillor Song Jian, to give guidance and coordinate the efforts of a number of relevant Ministries and local governments of different provinces in writing special reports on their own progress and achievements in implementing sustainable development. This National Report is a supplement to both the "Report on the Environment and Development of the People's Republic of China", submitted to the United Nations Conference on Environment and Development (UNCED) in 1992, and "China's Agenda 21", submitted to the Commission of Sustainable Development of the United Nations in 1994. The National Report has already been adopted by the Government of the People's Republic of China and is expected to contribute positively to the 1997 UNGA Special Session on Environment and Development .
