3-5 Construction and Management of China Yixing Industrial Park for Environmental Science and Technology
Project Scope and Relationship to China's Agenda 21
This project is based on programme areas 12C of China's Agenda 21, with relevance to 4B and 5A, and seeks to attract joint venture or other investment in an industrial park.
1. Background
1.1 Rationale
Environmental protection is a basic policy of our state, for solving the problems of environment it must develop environmental protection industry of our country, establishing and developing environmental protection industry in China is a powerful act which will make the sustainable development to actions of industry in daily life. In order to further guide the developing tendency of Chinese environmental protection industry, promote the development of environmental protection industry and construct a environmental industry development zone which combine scientific research, industry and trade into one system, China Yixing Industrial Park for Environmental Science and Technology was approved by the State Council formally in Nov. 1992, which is one of 52 new and high-tech development zones approved by the State Council and is the sole development zone dominantly in contents of developing environmental protection industry in today's China.
The construction of China Yixing Industrial Park for Environmental Science and Technology shows that the Chinese government pays attention to environment protection and is willing to cooperate with foreign countries in the field of environmental protection. For all achievements benefitted to the mankind environment, Chinese government will share them with whole country of the world without reservation and will make the communication and cooperation deeply. Chinese environmental protection industry is a new industry began in recent years, it has widely potentiality of markets and great vitality, Yixing Industrial Park for Environmental Science and Technology was built up in this kind of chance, it will accelerate the process of mechanization, industrialization, internationalization of scientific achievements of environmental protection of our country.
1.2 Basis and Conditions
Environmental protection industry in Yixing originated in the early 70's and made a rapid development and characterized with its productions, which was known as Home-town of Environmental Protection during ten years. The output value of environmental protection of Yixing city in 1993 has reached RMB 2 billion yuan, the local products not only have been sold in our whole country, but also have been exported to over 20 countries and regions of southeast Asia and the Middle East. Recent years, patent proposal and total quantity of environmental protection products listed in front of whole country. Yixing have the industrial conditions for developing industrial park of environmental protection of whole country and become the base and center of products of environmental protection industry in China.
China Yixing Industrial Park for Environmental Science and Technology select the new type material of environmental protection, biological technique and the disposed equipment etc. of environmental contamination as the priorities for developmental industry and at the same time to exploit and develop every kinds of new-tech industry actively.
In the field of international cooperation, the products of Yixing Industrial Park for Environmental Science and Technology had exhibited and displayed in Germany and Japan which had great success. In 1993, the Municipality of Yixing and Yixing Industrial Park for Environmental Science and Technology had still held a series of activity of canvass business orders such as in the countries of America, Republic of Korea, Singapore etc. and regions in the world and have absorbed a large number of foreign businessman to inspect the Park and hold trade talk of cooperative projects which provide a stable basement for the cooperation in the field of environmental technology.
The construction of Yixing Industrial Park for Environmental Science and Technology is a systematic engineering, it include the construction of basic facilities, the import and management of projects, the tendency of industry and the determination and carrying out of developing strategy. At present, the Park is face to the problems of absent qualified personnel and funds, the transform of scientific and technological achievements is lack of effective regimes, internationalization is restricted by itself and objective conditions, all above need the powerful supports of leaders and managers in various grade of government departments, and also the completely cooperation among the banking, the various departments of scientific researches and other related departments.
2. Objectives
Long-term Objectives
- Yixing Industrial Park for Environmental Science and Technology will be built into five centers of national scientific research, environmental technology and information, environmental equipment and instrument manufacture, environmental personnel training and technological communication in field of environmental protection industry in China, will realize the aims of internationalization of environmental protection products, the high, top and perfect technological level and modernization of managements.
Immediate Objectives
- In the end of Eighth-Five-Year Programs in China, the basic constructions of facilities of the Park will be finished and the infrastructural facilities (seven facilities and one flatness) will be completed and the environmental protection industry will be formed in scale.
- 300 high, top and perfect technological projects will be exploited and the Park will become the centers of scientific research, environmental technology and information, equipment and instrument manufactures, personnel training and technological communication in field of environmental protection industry in China in 2000.
- Training superior special and managerial qualified personnel of environmental protection for the whole country, carrying on the scientific research and qualified personnel reserve for the self construction of the Park.
3. Activities
3.1 Revising the construction and development planning of the Industrial Park for Environmental Science and Technology. According to the possible sustainable developing strategy and the demands of environmental protection, making the industrial dispositions reasonability in the inner Park.
3.2 Basic facilities and capital construction
3.3 Project exploiting of environmental science and technology and professional education and training.
3.4 Modernized management of the Industrial Park for Environmental Science and Technology.
This project is taken command by State Scientific and Technological Committee and undertaken by the related departments organized by the Municipality of Yixing.
Yixing University for Environmental Science and Technology will import foreign investment relayed on the preferential policies, cheap human resources and market of new-tech industry, and will develop environmental protection industry in various form in the Park.
4. Inputs
Executive period of this project is from 1994 to 2000, total inputs in seven years will be 2.308 billion dollars, in which one part from the Park is 1.154 billion dollars and another part imported from the world is 1.145 billion dollars and international presentation funds is 0.8 million dollars.
5. Benefits
After finished construction of this project, five large centers in the field of environmental protection of our country will be set up, and which will be a window opening to the world, practical economic zone of further reform, the tight combined demonstrated zone between scientific-technology and economy, the forerunning zone of imported high, new technology, and the new city of civilization and modernization of socialist with the first class management and graceful environment. RMB 10 billion yuan of industrial value will be realized and the total income of science, industry and trade will be over RMB 12 billion yuan.

the Chinese environmental protection industrial circles.
