8-7(b) Comprehensive Pilot Area for Human Settlement Construction and Sustainable Development
8-7e The Planning Construction of the Infrastructure for A Medium-Scale county Town as A Demonstration ProjectProject Scope and Relationship to China's Agenda 21 This project takes an integrated approach to the development of the infrastructure (water and energy supplies, sewage and wastes disposal, and road construction) for a proposed medium-scale model city in Wujin County. This project is based on programme areas 10A, 10B, 10C, 10D, 10F, and related tO areas 4B, 7C, 12B, 19C, 20A, 20B, 20D, 20E. 1 . Background In the 21st century, there will be a major shift from the development of large cities to small or medium sized cities. In China, it is expected that more than 2,000 county seats (or county-level cities) will be built into small and medium-scale cities. The common problem for these will be how development of population, economy, society, is harmonised with the management of resources and the environment. The former county seat of Wujin County was in the urban area of Changzhou City. It is necessary that Wujin City is built away from Changzhou in order to meet the demand of the rapid economic and social development of the county, as well as to prevent various environment problems, and to ease population pressure on Changzhou. In accordance with the requirement of Chapter 10 in China's Agenda 21 , the Sustainable Human Settlement Development, a Demonstration Project of Planning and Construction of Medium-Scale County City will be establisbed in Wujin County, Jiangshu Province as an example for county seat construction for the whole country. Wujin County benefits from its excellent location. With a total area of l,676 square kilometers, it lies in the middle of the Shanghai-Nanjing railway and inside the Economic Development Zone of the Yangtze Delta. It is on the south bank of Yangtzi River, neighbouring Wuxi City in the east, Jintan County in the west and Yixing City in tbe south. Wujin County is at the junction of two major axes of China's regional development - Yangtzi River valley and coastal area. It is also in the National Su- Xi-Chang New and High Tech Torch Belt guided by the State Scientific and Technological Commission. It has a population of 1.29 million and 60 towns. The new Wujin City will be based un the present Hutang Town, connecting with Mahang Town and linking up Minghuang, Lujiaxiang, Niutang Town and Yange Scenic Area together to form a modern county seat. The city will focus on tertiary industry, new and high technology enterprises, and green tourism. It will occupy an area of 16 square kilometers with a population of 150,000 by the year 2,000. It is expected to grow to an area of 26 square kilometers and 220,000 people by the year 2020. The overall plan has been completed and approved by relevant authorities. Wujin County has good communication facilities and infrastructure such as ports, highways, railways, waterways and airports. The city is only an hour's drive to Shanghai and Nanjing. Changzhou Civil Airport at Luoxi Town of Wujin County has flights connected with Beijing, Guangzhou, Shenzhen, Xiamen, Xi'an and other major cities. Although the construction of Wujin City has started, it is necessary to adjust the plans for infrastructure construction in accordance with the Sustainable Human Settlement Development strategy in China's Agenda 21.The demonstration project will help provide this guidanse and will also assist with training of managerial and technical personnel. As a small county, Wujin needs technical and financial assistance to ensure that the project is completed in accordance with the requirements of China's Agenda 21 and provides a model for the development of model cities in other parts of China. The infrastructure provided by this project will support the environmentally sustainable development of the new city as a whole. 2. Objectives Long-term Objective To assist with the construction water, sewage, energy and road facilities for a small-medium city as a demonstration project for the development of sustainable urban human settlements. This project will be implemented by State Planning Commission, State Science and Technology Commission, and local government of Wujin County. 4. Inputs The predicted inputs are US $200 million
including US $126.5 million for international cooperation projects.
5. Benefits Wujin City will be the political, economic and cultural center of Wujin County and will be a model of an environmentally friendly and economically viable small-medium city that provides a beautiful, clean, comfortable, convenient and safe environment for working and living for the 250,000 residents in the city. .The new city will stimulate directly the region's economic development and improve investment environment. By 2000, the gross national production of Wujin City is expected to reach RMB 3 billion yuan with an average annual increase rate of 16%, l.l billion yuan of which will be from tertiary industry, accounting. A New and High Tech Industry Zone covering 1-2 square kilometers will be built, which will benefit the whole county's economic development. The city will be a showcase for the Sustainable
Human Settlement Development programme of China's Agenda 21. It will assist
with the training of managerial and technical personnel and with construction
and planning know-how for sustainable urban settlements.
8-7f A Demonstration Project for Construction of A Model Small TownProject Scope and Relationship to China's Agenda 21 This project provides a model for the establishment of a small town based on the principles of sustainable urban settlements as outlined in Chapter 10 of China's Agenda 21 . The project is based on programme areas 10A, 10B, 10C, & 10D and related to programme areas 4B, 7C, 11A, 11G, 12A, 12B & 12C 1. Background Urbanization of the rural areas is a characteristic of development in China. Dianshanhu town is in the southern region of Jiangsu Province and has developed since Cbina adopted its open reform policies. The planning and construction features of the town are different from those of other regions. Backed by its regional superiority, Dianshanhu town has devoted itself to develop tertiary industry, especially green tourism. The town pays great attention to comprehensive and coordinated ways of integrating environment protection and resource utilization in its planning and construction. Thus Dianshanhu Town is an ideal example for the planning and construction of a small town. Dianshanhu Town is located in the southeast of Kunshan city, neighbouring Qingpu county of Shanghai and standing in the triangle junction of Pudong Development Zone State Kunshan Economical and Technological Development Zone, and Singapore Suzhou Industrial Park. It is close to the Shanghai Hongqiao International Airport ( 30 minutes' drive ), Shanghai-Nanjing railway ( 30 km ), the national higbway No.318 ( 10 km ) and Shanghai-Nanjing express highway. The coast line of Dianshanhu lake with the length of 12.5 km is a rare natural scenic resource. In recent years, Dianshanhu Town has been growing very fast. In 1993 its industrial and agricultural production reached 1.05 billion yuan and the average income per capita was 2551 yuan. It is predicted that there will be a greater increase in 1994. Dianshanhu town has attracted considerable foreign investment in recent years particularly for development of tourism. In addition, the Dianshanhu industrial Base project of China international Cooperation Association of Small and Medium Enterprises (CICASME) has been approved and will be carried out as soon as possible; this project promotes cleaner production techniques. Dianshanhu town has invested RMB 300 milIion yuan for infrastructure construction, including roads, bridges, water supply and drainage, electricity supply, communication, gas supply, as well as commerce, trade, schools, hospitals and vegetable projects, etc. Dianshanhu Thwn has already carried out the planning and designing for this project. It has entrusted the authoritative departments universities and colleges in Beijing, Shanghai, Nanjing to design the Dianshanhu international tourism and vocational resort, industrial complex, and other projects. However, the town lacks qualified personnel, advanced technology and available funds to fully develop the concept of a model demonstration project. 2. Objectives Long-term Objectives Dianshanhu town will be built as an environmentally sustainable and economically viable small town that provides a comfortable and safe social environment for its inhabitants. Executive departments: State Planning Commission, State Scientific and Technological Commission organize Governments of Kunshan City and Dianshanhu Town to execute the project together. 4. 4.3 Budget The predicted total budget for execution of the project is US $ 50 million, among which the self arising funds including land leasing is US $ 37.3 million, international aid including soft loans is US $ 2 million and hard foreign loan is US $ 10.7 million. Budget ( in million US dollar)

repay the debts. 5. Benefits This project will provide a demonstration model
for the planning and construction of a small town It will provide social
benefits for the people of the town. The project will have direct economic
benefits through the development of a rational industrial structure and
tertiary industry based on green tourism.
8-7g Economic and Social Development Practice Zone in Zhejiang ProvinceProject Scope and Relationship to China's Agenda 21 This project is based on programme areas 10A, 10B, 10C, and 10D of China's Agenda 21 and related to areas 4B, 6B, 6C, 7C, 9A, and 10B. It seeks to establish a model of sustainable development in rural areas and small towns. l . Background Zhejiang Province is one of the most developed economic zones and regions with a high density of population. Coordinated development of the economy, society and the environment is necessary to improve the quality of life and to ensure that the development is environmentally sustainable. Social development in Zbejiang Province covers different geographical conditions and different economic levels, such as hilly land (Hengdian Town in Dongyang city and Fuyang Town in Fuyang County), river network (Yangxunqiao Town in Saoxing County, Qiuyi Town in Jing County and Longgang Town in Cangnan County) and islands (Liuheng lsland in Zhoushan City). The overall plan of social development and specific plans have been worked out by specialists in each practice zone. Infrastructure and strategies are currently being carried out. 2. 3. Activities 3.1 Studies on the urbanization of villages and
towns, drawing on the experience of other countries, to develop models and
concepts that could be applied practically. 3.2 A demonstration project for the combined supply
of heat, electricity, gas and refrigeration in Yangfengqiao town. 3.3 A demonstration project for comfortable building
construction of residences in villages and towns in Hengdian town in 2000. 3.4 Establish a project to exploit the resources
of the Fucbun River. 3.5 Establish a demonstration school for professional
training of adult of village and towns in Yangsunqiao town. 3.6 Complete construction of basic facilities in
longgang town industrial district. 3.7 EstabIish a demonstration project for longgang
factory disposal of wastes and sewage in Wenzhou city. 3.8 To deal with the shortage of fresh water in
Liuheng island, activities will focus on increasing the capacity of dams,
reduce water loss through evaporation and increase the self-storage capacity
of fresh water on the island. This project will be implemented by State Scientific and Technological Committee, State Planning Committee and local governments. 4. Inputs 4.1 Chinese Inputs

the contribution from local government, enterprises and nongovermnent organizations

5. Benefits Provide for the development of sustainable human settlements in small towns and villages during a period or rapid urbanization. The project will set up demonstrations of the conetruction of infrastructure and residential buildings, waste reuse and recycling, and training and education for technical and administrative personnel.
